The City of Ballarat, 100km west of Melbourne’s CBD, is one of the largest, fastest growing and most vibrant regional cities in the country. Ballarat is uniquely located with easy access to Melbourne, Geelong and Bendigo and is the Western Victorian capital for a region of 250,000 people.

This role sits within the Asset Management team, as a part of the Infrastructure and Environment division which is responsible for the delivery and management of the City of Ballarat’s civil infrastructure.

The purpose of this position is to manage and develop a holistic Asset Surveillance approach across the City of Ballarat. The Supervisor Asset Surveillance leads the City’s Asset Surveillance Team, comprised of a Senior Asset Surveillance Officer, and four Asset Surveillance Officers. The services delivered by this team include:

  • Damage Minimisation – Undertake surveillance of works and activities on City of Ballarat lands, or impacting the City of Ballarat assets. This ensures that damage is minimised, works are to standard, and where assets are impacted, that any works or reinstatements are undertaken by those responsible and not a financial burden to the community. Promote public safety, both around active work sites and through the ongoing safety of assets.
  • Asset Inspections – Undertake inspections on the City of Ballarat’s asset networks to ensure that community safety is paramount, and risks associated with the networks are managed. To undertake planned and unplanned asset inspections as required by legislation, community demand, and Council plans, and to gather data to drive the City of Ballarat’s capital works programs, and asset maintenance activities.
  • Manage a range of Asset Management permits necessary to facilitate safe work on public land.
  • Customer Service – Provide excellent customer service regarding asset surveillance issues, and work with both internal and external parties to achieve best outcomes for our community, and asset networks.

For this role we are looking for a candidate who is passionate about working in public service, has a commitment to excellent customer service, and delivering quality outcomes for the community. Someone who has skills in people management, a focus on safety, and a strong commitment to continuous process and procedural improvement.

Key Selection Criteria:

  • Demonstrable understanding and proven application of relevant acts, policies, and regulations surrounding Asset Surveillance, including their underlying principles in a local government context.
  • A keen understanding of and the ability to adapt to the varying roles and responsibilities of other areas within the organisation, as well as appropriate external authorities, regarding Asset Surveillance issues
  • Excellent interpersonal skills (both written and oral) with a demonstrated ability to create and work in a team environment and manage staff.
  • Ability to effectively plan, organise, implement, manage, and set priorities to achieve targets and meet deadlines for own work and that of managed employees to deliver an outcome-driven service
  • Advanced computer literacy and experience in using handheld computer devices
  • Knowledge and understanding of health and safety issues relevant to work activities and work area
