The Opportunity

We are looking for suitable candidates to join our Planning and Community Development Team as Manager Community Development. This role provides strategic and operational management of the Shire’s Community Development portfolio, ensuring that the portfolio is operating effectively and efficiently, in accordance with statutory requirements, industry best practices, and within the parameters of the Shire’s Corporate Plans.

This role is also responsible for:       

  • Providing leadership and managing the Community Development Services team, ensuring the team it is adequately resourced and skilled to provide excellent services to the community;
  • Developing and maintaining strategies for key aspects of Community Development that are incorporated in the Shire’s Integrated Planning Framework;
  • Leading the day-to-day operations of the Community Development portfolio, ensuring professional, efficient, and effective provision of services;
  • Consolidating and building partnerships to drive and influence consumer-informed, evidence-based responses to key social issues, particularly in relation to youth and Aboriginal engagement;
  • Community facilities planning, design, and management - ensuring the development, management, and operation of community facilities is strategic and planned with continuous improvement sought;
  • Undertaking programming and project management including the preparation of progress reports and funding acquittals;
  • Managing the Community Development budget to achieve the objectives of the position within the context of the Shire’s broader strategies;
  • Identifying funding opportunities, and coordinating and preparing well-researched funding submissions that align with priorities attached to organisational strategies and priorities as outlined within the Shire’s Strategic Community Plan, Corporate Business, Annual Budget, and other relevant informing documents;
  • Providing effective leadership, direction, communication and customer service to the Community Development portfolio and team members;
  • Management of the Shire’s Stakeholder committees – such as the Disability Access and Inclusion Committee;
  • Providing professional and strategic advice to the Director of Planning and Community Development, the Executive Management Team and the Council on all aspects relating to the provision of community development.

A Degree Qualification/s in Community Development, Recreation, Youth Work, with a minimum of 3 years’ experience in a similar management role and a current unrestricted WA Drivers Licence are essential for this role. You will also have experience in the development and delivery of a range of community development programs and services including recreation services, community events, disability access and inclusion, seniors and youth, and community safety. You will be able to demonstrate experience in working in partnership with the community sector and government agencies and a proven capacity to build and maintain strong relationships with key internal and external stakeholders. Your excellent communication and advocacy skills will ensure that you are able to effectively manage complex situations and an awareness of the challenges facing the East Kimberley region (economically, socially, and culturally) which may impact community development programs and service delivery is key to this position. To support your team achieve their goals, you will also require excellent leadership and management and leadership skills and a passion for safety in the workplace.

Location and Remuneration Package

The role will be based from the Shire offices in Kununurra. An attractive remuneration package will be negotiated with the successful candidate: included in the package will be a base salary, housing or housing allowance, utility subsidies, professional development, location allowance, travel allowance, relocation reimbursement up to $15,000 and 11% Superannuation.

This role is fulltime with a remuneration package ranging between $170,000 $180,000 per annum.
