Moira Shire Council is an innovative and progressive local government organization committed to serving the needs of communities across a large regional shire located on the Murray River almost 3 hours north of Melbourne. Extending from the iconic Barmah Forest along the Murray River, our region includes four major towns - Cobram, Numurkah, Nathalia and Yarrawonga, one of Victoria’s most popular holiday destinations. The area’s warm Mediterranean climate, appealing natural environment and location means Moira is home to agricultural, horticultural, viticultural and tourism operations. Such attractions include wineries, historic homesteads, galleries, craft shops, licensed clubs, water sports, fishing, beaches, forests, lakes, rivers and wetlands.

Reporting to the Chief Executive Officer, the Director Infrastructure will hold a pivotal position within the executive leadership team, overseeing the strategic direction of the organization. Leading a diverse team, this position will manage the Infrastructure Directorate, encompassing assets, roads, civil projects, placemaking, and maintenance. The Director Infrastructure will be accountable for the quality of all work performed, over which they have direct input and actively encourage and contribute towards the implementation of changes that could reduce costs, increase productivity, or improve quality. Other responsibilities include strategic planning to support the Chief Executive Officer, strategic management of infrastructure and assets, continuous improvement of services, fostering leadership within the department, prioritizing workplace safety, promoting innovation, and implementing effective strategies and business plans. The Director of Infrastructure will demonstrate strong leadership skills, strategic thinking, and a commitment to excellence in infrastructure management.

To be considered for the role, you will be a cultivating and change Leader, responsible for fostering strategic relationships with internal and external stakeholders, driving organizational change, and maintaining awareness of the broader environment to anticipate and navigate challenges effectively. You are a proactive, adaptable leader with a keen understanding of organizational dynamics and a passion for driving positive change, while facilitating and actively contribute towards a workplace environment that supports the health and wellbeing of all staff. Local government experience and post-graduate qualifications in leadership or management are desirable. A tertiary qualification in a relevant discipline, extensive experience in infrastructure development and project management, along with a current Victorian Driver’s License or equivalent is essential.
