Position Purpose

This position is responsible for providing quality procurement and contract management support functions that enhances sustainable procurement through the Shire, and represents the Shire in a professional manner at all times.

Skills, Experience and Qualifications required for the role

Essential

  • Demonstrated interpersonal skills, which facilitate interaction, cooperation and trust with relevant groups and individuals to achieve desired outcomes and to establish and maintain strong and productive working relationships;
  • Possess a high level of written and verbal communication skills that result in effective and appropriate communication with a broad range of people internal and external to the Shire, including the proven ability to communicate recommendations clearly and succinctly and the ability to prepare procurement-related documents;
  • Demonstrated high level organisational skills, which facilitate the succinct management of the Shire’s procurement and contract management functions, with particular focus on meeting competing deadlines and KPI’s;
  • A demonstrated ability to improve and enhance processes and practices, and to add value to the team, Directorate and organisation while working independently under broad direction to meet strict deadlines;
  • Proven ability to work under pressure, use initiative, and be well organised with the ability to work in a confidential manner; and
  • Demonstrated experience and knowledge of Microsoft applications.

Qualifications, Memberships and Licenses

  • Formal Business Administration Qualifications (minimum certificate III level) in procurement, business, commerce, or related discipline and/or equivalent industry experience;
  • An acceptable National Police Clearance; 
  • Current unrestricted Western Australian ‘C’ Class drivers’ licence.

Desirable

  • Experience in local government procurement processes;
  • Working knowledge of the relevant provisions of the Local Government Act 1995 and associated legislation relevant to procurement functions;
  • Experience in a similar role;
  • Ability to interpret a range of legislation that is often complex in nature; 
  • Knowledge or experience using IT Vision SynergySoft software.
