The Opportunity

Position Purpose

The Director Corporate Services is accountable for the strategic direction and operational oversight of the Corporate Services Directorate and enabling the execution of the overall vision, purpose and strategy of the Shire of Wyndham East Kimberley.  This position leads the Corporate Services Directorate through effective engagement and proactive relationships with staff, the CEO and Executive Management Team, elected representatives, State and Federal representatives and all other external and internal stakeholders.

Essential

Judgement and Decision Making

  • The ability to interpret, assess and advise on the key responsibilities of the position;
  • The ability to act decisively with significant personal integrity, honesty, and high ethical standards and as a role model for leadership by raising critical and difficult issues with a solution focus to objectives of the position;
  • The ability to foster a quality focus in the provision of corporate services whilst exercising judgement when dealing with complex or technical issues; and

Specialist Skills and Knowledge

  • Demonstrated experience in strategic planning, budgetary planning and Long-Term Financial Planning, and highly proficient analytical skills;
  • Excellent practical knowledge of local government financial transactions, their processing and recording;
  • Proven capacity to manage large budgets, effectively allocating resources, and managing physical and financial assets;
  • Demonstrated knowledge of Local Government legislation relating to financial management and records;
  • Thorough knowledge of Local Government financial management including financial aspects of asset management, reporting to Council, budget preparation, budget control, and familiarity with relevant accounting standards and trends;
  • Practical knowledge and experience in developing Council Business Plans, Long Term Financial Plans and Risk Management Systems;
  • Practical knowledge of Enterprise Solutions for Local Governments, associated software solutions and data management including responsibilities under the State Records Act 2000;
  • Building nurturing and sustaining internal and external relationships to drive continuous improvement and opportunities;
  • Extensive experience in stakeholder relationship management and strategic change management;
  • Extensive knowledge and understanding of contemporary customer service best practice principles, with a commitment to the delivery of customer service excellence; and
  • Extensive relevant experience at a State or Local Government Senior Management level.

  • Proven ability to gain co-operation and build effective working relationships with key internal and external stakeholders at all levels, including Councillors;
  • A demonstrated positive and proactive attitude, enthusiasm and the ability to motivate, encourage and lead others;
  • An ability to provide quality advice and information with all customer contacts and handle requests in a courteous, timely and professional manner;
  • Acts professionally, with honesty, integrity and confidentiality, with demonstrated ability represent the organisation externally;
  • An ability to promptly respond to changed circumstances and make sound decisions to ensure the ongoing efficient and effective delivery of key objectives within the role;
  • An ability to interact and influence at an executive level; and
  • Demonstrated ability to counsel or communicate with staff at all levels.

Experience

  • Minimum 5 years’ experience in a similar leadership role.

Qualifications, Memberships and Licenses

  • Bachelor Degree in Accounting or Commerce;
  • Qualifications as either a Chartered Accountant or Certified Practising Accountant (CPA) and/or equivalent professional membership with ‘CPA Australia’ or ‘Chartered Accountants Australia and New Zealand’ (CA ANZ);
  • An acceptable National Police Clearance (dated within the last 6 months); and
  • Current unrestricted WA ‘C’ Class Driver’s Licence.

Desirable

  • Knowledge or experience using IT Vision SynergySoft; and
  • Post-graduate qualifications in leadership.
