CHIEF FINANCIAL OFFICER

The Tiwi Islands are located 80km north of Darwin in the beautiful Arafura Sea. There are two islands, Bathurst and Melville, with a total land mass of 8320sq km. The islands are home to the Tiwi people, who have a strong affiliation with their land and a distinctive culture and language. There are school and medical facilities on the islands and regular plane, passenger ferry and barge connections to Darwin.


Position details

The Chief Financial Officer (CFO) leads a team across a wide range of services (finance, accounting and grants). You will work closely with the Chief Executive Officer (CEO), Council, managers and internal/external stakeholders to enable the service delivery and capital programs in line with the Council’s vision.


The Chief Financial Officer will report directly to the CEO and will be part of the executive team driving change and development. You will apply best practice principles of human resources and financial management. The CFO will support Council policy priorities and will demonstrate ethical behaviour, sustainability, social inclusion, equity and a community first attitude.


Position requirements

To be successful in this role you will have proven experience planning, implementing, managing and controlling all financial-related activities of Council, including direct responsibility for accounting, financing, forecasting, job costing and strategic planning.


You will hold tertiary qualifications, CA or CPA and must be able to demonstrate your significant experience and skills in:

  • managing corporate programs and projects
  • undertaking high level strategic planning
  • interpreting legislation
  • managing grants
  • generating revenue 
  • local government experience 
  • Your experience working in remote communities, with an emphasis on engagement with local indigenous people, will be looked upon favourably.


SELECTION CRITERIA:

Essential

  1. Tertiary qualifications in Accounting or Finance. 
  2. Member of the Australian Society of CPAs or Chartered Accountants Australia & New Zealand (CA ANZ). 
  3. Demonstrated 5 years of working experience in a senior finance role in the local government sector.
  4. High level interpersonal skills including proven ability to communicate clearly, influence strategically, negotiate persuasively, facilitate and express ideas clearly and coherently, both orally and in writing, and influence key stakeholders to achieve required outcomes.
  5. Demonstrated ability to work effectively in a high performing, customer focused, culturally diverse environment as a well a proven ability to operate independently to produce high quality work within tight timeframes. 
  6. Demonstrated experience in working with Aboriginal Australians and an understanding of the life of remote living communities.
  7. Sound supervision skills including the management and training of staff.
  8. An undertaking to live on the Tiwi Islands. 
  9. Be able to obtain a security and financial clearance


Desirable

  1. Relevant experience within a Local Government body with similar complexities to Tiwi Islands Regional Council.
  2. Experience working in remote Aboriginal communities.
