Liverpool City Council will deliver four transformative city-shaping projects over the next three years, worth more than $150 million. The projects will be delivered by the Western Sydney Infrastructure Grants (WSIG) Program Project Delivery Team, which comprises a team dedicated to driving excellence and creating the leading project delivery team in NSW local government.

The four projects are:

  • Light Horse Park
  • Carnes Hill Aquatic Centre
  • Brickmaker’s Creek; and
  • Streetscape Projects (Railway, Scott, and Macquarie).

We are now looking for an experienced Estimator and Contracts Manager who has experience across a broad portfolio of projects to fill a critical role. Your role will provide high quality estimating and quantity surveying for civil, open space and building projects and take ownership of contract management governance and delivery for WSIG projects. We are looking for someone with a demonstrable experience in project and commercial management disciplines.

Key responsibilities:

  • Responsible for Project Budget Analysis and Estimates by using relevant market rates, rates from recent projects where applicable, and obtaining Subject Matter Expert (SME) and other subcontract input as required for open space, building, drainage, and flood plain, construction and civil projects.
  • Reviewing and analysing subcontractor, supplier or vendor quotes and, reviewing and pricing preliminaries for project resources.
  • Reviewing risks and opportunities and as appropriate seeking subcontract market cover as well as developing quantified Risk Registers.
  • Subject Matter Expert (SME) in governing the day-to-day commercial execution and management of contracts, providing commercial guidance and advice to key stakeholders and other commercial teams.
  • Responsible for developing and facilitating contract variations, claims, EOTs, time bars and renewals to existing contracts in collaboration with applicable project Coordinators and Managers and business stakeholders in line with applicable policies and legislation.
  • Contributing to the successful development, acceptance, and implementation of West Invest Projects by ensuring effective liaison, consultation, and communication, and developing and maintaining effective working relationships with internal and external stakeholders.

ABOUT YOU

The successful applicant will have:

  • A minimum of 10 years’ experience delivering across a broad portfolio of projects such as civil, open space, construction and building projects.
  • Demonstrating experience in the provision of high-quality estimating and quantity surveying for a broad range of projects.
  • Project management and/ or Commercial Management qualifications, certifications or demonstrated experience.
  • Experience in the management of project and program works within budget, time, and quality standards.
  • A minimum of 5 years’ experience in a similar role directly or via consulting; local government experience will be looked upon favourably.
  • Experience in developing budgets, strategies, plans, and programs associated with the development and management of infrastructure assets.
