About the opportunity

We have an exciting permanent, full-time opportunity for a leader who would thrive in a dynamic environment to build human resource strategies in our People and Culture section.

At Blacktown, we are experiencing a period of transformation within our organisation. As a forward-thinking professional you will have experience in partnering with complex client groups and you will lead and engage our stakeholders in the development and delivery of human resource strategies and programs.

You will be developing and delivering organisational policy, procedures and innovative programs covering employment relations, human resources and recruitment across over 40 business lines within our organisation. The ideal candidate will assist the business by providing coaching and support regarding all human resource matters.

Qualifications and experience

Essential:

  • Relevant university degree in Human Resources, Employment Relations, Law, Organisational Development, Organisational Psychology, Business or equivalent
  • In-depth practical experience in all relevant areas
  • Track record of driving a positive change, and initiatives that have strengthened human resources outcomes
  • Influential leadership skills and experience in growing and developing a team
  • Current class C driver's licence
  • Demonstrated experience in:
    • building effective recruitment, employment relations, human resources and learning strategies and programs in line with business priorities and goals
    • development and delivery of human resources policies, procedures and related communications and programs
    • change management
    • the implementation or application of a salary system and evaluation process
    • the development and implementation of performance frameworks and processes.

Desirable:

  • Accreditation or experience in coaching and/or training and staff development
  • Accreditation in change management
  • Experience with multi-unit organisations
  • Demonstrated project management and facilitation skills.

Remuneration and benefits

The salary and conditions of employment are in accordance with Blacktown City Council’s Enterprise Agreement.

  • A competitive salary range of $2,008.70 - $2,249.70 (Grade 18) per week will be offered based on skills, qualifications and experience
  • 35 hour working week 
  • Car allowance
  • Opportunity to participate in Council's flextime arrangement
  • Employee benefits such as leave entitlements (where applicable), 10.00% employer superannuation contribution payable to the Local Government Superannuation Scheme, Fitness Passport and gym membership discounts, and social clubs.
