Murray River Council is located within the popular River Country district of Southern New South Wales. Key accountabilities are detailed in the Position Description and include, but are not limited to:
- Manage and lead Council’s waste management and minimisation programs in accordance with Council’s strategic plans and the regional waste management strategy.
- Manage Council’s environmental compliance, Environmental health and enforcement activities across the Council area.
- Ensure that all compliance activity that Council is responsible for is delivered across the Council area, having a specific focus on developing and implementing an area-wide prioritisation model for all compliance related issues.
- Prepare reports for Council and the executive on waste management activities, emerging waste issues and compliance/legal matters.
- Prepare and implement council’s Waste Management Strategy for council in line with regional, state and federal policies, legislation and plans to continuously improve the provision of waste services within the council.
- Continually review and implement waste management and minimisation and compliance and environmental protection policies and programs to ensure Council is achieving best practice standards.
- Develop, document and implement work and operational practices for all of Council’s waste disposal sites.
- Liaise with Council’s waste disposal site operator(s) and NSW EPA to ensure licence conditions, reporting requirement and other necessary obligations are met.
- Prepare contract documents and supervise contract letting and management for waste management programs including but not limited to kerbside contracts and landfill operator contracts and construction of facilities.
- Manage the business units budget process including preparing budget bids, setting fees and charges for Council budgeting processes and monitor expenditure of waste budgets.
- Seek external funding support to deliver priority waste management programs and coordinate implementation and acquittal processes.
- Develop and deliver waste education programs across Council
- Organise and coordinate the provision of additional waste services including but not limited to Drum, Muster, Clean Up Australia Day and National Recycling Week.
- Preparation of correspondence, Council reports, publications, and notices in relation to the Waste, Environmental management, and compliance.
- Develop and implement internal systems and processes for the accurate recording and reporting of waste information to satisfy the requirements of the EPA and other state agencies, RAMROC Waste Group, Council’s internal benchmarking and performance measures/indicators.
- Implement Council and externally funded waste projects and initiatives within budgets and prepare and update acquittal reports.
To be considered for the role you will need:
- Tertiary qualification in Environmental management, Science, Waste or closely related fields
- Lesser qualifications with a minimum of 5 years practical experience will be considered
- Demonstrated understanding and experience with compliance and environmental health
- Experience with the development and delivery of education programs
- Computer literacy skills
- Current Driver’s Licence
- Experience managing teams and working with people
