THE POSITION

Working in Council’s Integrated Water Services Section, this position performs a key role of managing the resources accountable to this position, to achieve the defined objectives and outcomes.

Reporting to the Director of Infrastructure Services, you will:

  • Manage continuity and safety of Water Supply Systems according to the requirements of the NSW Public Health Act 2010 and other relevant legislation
  • Manage waste water facilities in accordance with NSW Environment Protection Authority license conditions
  • Manage stormwater management across the local government area, including urban stormwater, floodplain management and drainage of rural roads
  • Implement Council’s Liquid Trade Waste policy
  • Manage facilities in accordance with NSW Environment Protection Authority license conditions
  • Manage the Integrated Water Services Department according to NSW DPI Water Best Practice Guidelines
  • Coordinate investigation, planning, design, financial analysis, cost estimates and programming of future works within the Integrated Water Services Department
  • Maintain a register of assets relevant to the Department
  • Manage the capital renewal of water and wastewater assets to maintain an asset renewal ratio of one or greater in each year
  • Prepare a capital works program for the Integrated Water Services Department, indicating milestones, resources required, timelines, job numbers, as part of the budget development process each financial year, and ensures completion of planned works by end of financial year

WHO WE ARE LOOKING FOR

Specifically, you will have:

Essential

  • Relevant experience, including sound technical knowledge relating to the management, maintenance and design of municipal assets, particularly water and sewerage infrastructure
  • Demonstrated aptitude for management and administration of a department, including budget development and administration and development of operational and strategic plans
  • Excellent communication skills and ability to prepare clear and concise reports and relay information at all levels
  • Previous successful team building experience with the ability to motivate and enhance innovation
  • Advanced skills in Microsoft Word, Excel, Outlook and Internet Explorer
  • Demonstrated project management skills, including contract management
  • Sound understanding of Work Health and Safety, Environment, Quality and Risk Management systems
  • Sound knowledge of and commitment to Equal Employment Opportunity principles
  • Current Class C driver's licence (car licence)

Desirable

  • Relevant tertiary (degree) qualifications in Civil Engineering
  • Knowledge of and familiarity with Geographical Information Systems (GIS), and field data collection
  • Knowledge of tendering requirements and procedures, especially those relating to the NSW Local Government Act
  • Previous experience in a Local Government engineering function, including knowledge of relevant operational, policy and legislative requirements, in particular the Local Government Act 1993, Roads Act 1993 and Environmental Planning and Assessment Act 1979
  • Ability to undertake hydraulic design using industry specific software
  • Accreditations / certificates in: Safe Work NSW WHS General Construction Induction (White Card); Prepare a Work Zone Traffic Management Plan; Confined Spaces Entry; Oversee Asbestos removal; Certificate III in Water Operations; Certificate III in Waste Water Operations; Statement of Attainment in Trade Waste Officer; NSW Dam Safety Surveillance
