Port Hedland is a growing town of around 15,000 people situated in Western Australia’s beautiful Pilbara region and employs approx. 270 staff from diverse cultural backgrounds. Located approximately 1,800km north of Perth, 600km south of Broome, 235km east of Karratha, and 2,400km west of Darwin it sits on a beautiful and rugged coastline. Its role is well established on both the national and international stage, attracting prominent resource companies and contributing at a nationally recognised level to the broader Australian economy. It is also Australia’s largest bulk export port with Pilbara Ports Authority recording a record annual tonnage throughput of over 700Mt in FY2019/20.

The lifestyle is relaxed and its location on the ocean provides for a variety of leisure activities – soon to be enhanced by the Spoilbank Marina development. The original inhabitants, the Kariyarra people, call the place Marapikurrinya for the hand shaped formation of the tidal creeks coming off the natural harbour. The Town has two main residential centres, Port and South Hedland, which offer a range of community facilities and services including cultural hubs, recreation and shopping. Importantly, it has numerous cafes providing quality coffee to rival any capital city in Australia. The International Airport has regular direct flights to Bali, Brisbane and Perth.                                             

JOB SCOPE:

This pivotal role requires visionary, creative and effective leadership to provide a cohesive Corporate Services function providing unified business support services.

Reporting directly to the CEO, and as an integral member of the Executive and Strategic Leadership Teams, the incumbent will have the opportunity to act in the role of the CEO in accordance with regulatory requirements and procedures. This is a key appointment and will significantly contribute to the development of the Council’s goals, strategic vision and budget, which lays the foundation for a record $76M investment program to renew The Town’s core infrastructure assets. 

CORE RESPONSIBILITIES

  • In partnership with the CEO and Executive Leadership Team, develop and implement strategic business plans that promote the Town’s vision, values and strategic objectives
  • Lead and foster a culture of communication, innovation and transparency throughout the organisation consistent with the Town of Port Hedland’s values of Unity, Quality and Integrity
  • Oversee the development of the Operation’s annual budget and ensure compliance with budgetary forecasts
  • Ensure commitment to and compliance with all applicable statutory requirements, policies and procedures across the Directorate
  • Develop and oversee the implementation of change initiatives and systems and process improvements that utilise resources and technologies to ensure efficiency, transparency and accountability for the operation of the Town
  • Cultivate productive and effective working relationships at all levels internally and externally, facilitating cooperation, trust and respect utilising and modelling high levels of emotional intelligence.
  • Provide leadership, direction and support in delivering efficient and compliant procurement and contract management arrangements
  • Provide advice to the CEO, officers and the community on local government issues within the professional expertise and knowledge of the Directorate

POSITION REQUIREMENTS

  • Appropriate tertiary qualification in Accounting / Finance and CA or CPA certification.
  • Minimum five years’ experience in a Director/Executive level role
  • Sound understanding of working environment within Local Government operations and the unique challenges this presents being under Public scrutiny.
  • A highly commercial and strategic mindset with proven experience in leading organisations through significant periods of growth, which has included the implementation of strong systems, processes and governance.
  • Have an inspiring leadership style and excellent communications skills with the ability to foster strong internal and external relationships.
  • Have a strong growth mind-set and comfort with uncertainty, change and excelling within a fast-paced work environment.

REMUNERATION PACKAGE

A competitive package in the region of $270,000 will be offered to the successful candidate, negotiable depending on experience. This will include a base salary from $200,000, + 12% superannuation, a  brand new Town provided executive house with pool close to the ocean, a fully expensed vehicle (4WD), utility allowance and six weeks of annual leave.
