Colac Otway Shire is a local government area in Victoria, Australia in the south-west of the state. It includes the towns of Apollo Bay and Colac. It has an area of 3,416 square kilometres. In 2009 it had a population of 21,817. It was formed in 1994 from the merger of the City of Colac, Shire of Colac, Shire of Otway and part of the Shire of Heytesbury.

As one of the major employers in the Shire, the Council employs around 280 people (majority of staff working on a full-time basis and the remainder part-time and casual) in a range of areas including road works, community care, customer service, the environment, planning, finance, community services, administration and business and tourism.
