Director Capital Works

Mackay Regional Council is seeking a Director of Capital Works to join the senior leadership team in a newly created role leading its capital expenditure program. 

We're not asking you to build paradise, as we already live here. We want you to build in paradise and enjoy the tropical lifestyle whilst you do it.

Your role will include:

  • Leading the capital expenditure program whilst developing capital expenditure management capability within Council
  • Managing projects (or components of projects) to meet agreed budgetary, quality, safety and timeframe targets, aiming to exceed client expectations
  • Taking responsibility for technical resource allocation, managing technical subcontractors, quality assurance and client feedback and ensuring effective communication of any changes / modifications
  • Leading the development and implementation of the capital expenditure strategy and vision and working with the other Departments on the development of the LGIP
  • Implementing a high level of innovation in technical issues, problem solving and cost effectiveness across all projects
  • Managing all aspects of resources on projects within the function/discipline team including maintenance of forecast resource requirements; development of Project Managers as required; and the appointment of Project Leads to specific projects as required.

The role is as diverse as the region we live in so you will get to build things like we have been, including libraries, pools, roads, water treatment plants, tourist centres and even whale watching lookouts. It doesn't get much better than that. You will also get to spend about $100M per annum on capital projects as part of the strategic capital plan that you will visualise, develop and execute. In addition to reporting to the CEO you will work on special projects, such as the Mackay Sports Precinct, developed or proposed by the elected Council members to help bring the community's ideas to fruition and help build a better place to live.

In order to achieve all this, you will ideally have the following:

  • High level of written and oral communication skills, including the ability to produce and present clear and concise reports
  • Well-developed commercial skills, with a sound knowledge of the construction and infrastructure industries
  • Demonstrated leadership capabilities at the Executive level.
  • Detailed understanding of all phases of the project management process and its application to varying scopes of work
  • Detailed understanding of the different approaches to project management and the tools and applications capable of supporting each approach
  • Post-graduate experience in leading inter-disciplinary projects and demonstrated leadership of all aspects of multiple projects
  • Experience in project management of capital works contracts across diverse and varied scopes of work from minor works to inter-government levels projects
  • Demonstrated experience in risk assessment, design development, cost estimating, and producing technical specifications
  • Tertiary qualifications in Engineering
  • Post-graduate qualifications in engineering and/or business
  • Chartered Member of Engineers Australia (CPEng)
  • Registered Professional Engineer of Australia (RPEng)
  • Certified Practising Senior Project Manager (CPSPM) or higher
