About the opportunity

Blacktown City Council represents one of Sydney’s largest and most diverse communities, with a strong focus on quality community services and a clear long term plan of growth and direction for the region. The Procurment and Governance section plays a key role in assisting Council to support the community through the delivery of consistent and quality programs, and providing leadership and governance in the areas of risk management, audit and compliance, ensuring that Council effectively manages its business risks and meets compliance and reporting targets.

This role oversees the management of Councils Governance and Procurement section so as to meet the objectives of the Council in accordance with Council’s Community Strategic Plan, Delivery Program, Operational Plan and Long Term Financial Plan, Resourcing Strategy, Policies, Resolutions, Operating Plans and Budget. A key elements of this role is ensuring that Council's fraud and corruption control mechanisms reflect best practice and are implemented across all Council operations and services. 

We are seeking a broadly skilled governance and procurement professional with strong corporate/strategic planning skills to join our senior leadership team. With a focus on compliance and risk management, your superior communication and organisational skills will drive robust practices, organisational change and quality improvement.


Qualifications and experience

Essential:

  • Relevant tertiary qualifications with extensive relevant experience 
  • The ability to develop and implement a vision for the pro-active and positive development of Council’s Procurement and Governance section 
  • Knowledge and experience in interpreting and advising on applicable legislation and regulations 
  • Demonstrated commitment to stakeholder and customer service 
  • Exceptional negotiation and communication skills 
  • Exceptional inter-personal, leadership and management skills 
  • Demonstrated ability to achieve successful outcomes within agreed timelines, while balancing competing priorities and stakeholder needs 
  • Ability to work within a team environment 
  • Sound business acumen 
  • Current driver's license.

Desirable:

  • An in depth understanding of local government accountability and legislation
  • Availability to work flexible working hours. 

Remuneration and benefits

The salary and conditions of employment are in accordance with Blacktown City Council’s Enterprise Agreement.

This role offers an attractive and competitive remuneration package and company vehicle or car allowance, to be negotiated by the successful candidate. Employee benefits such as leave entitlements (where applicable), 9.5% employer superannuation contribution payable to the Local Government Superannuation Scheme, Fitness Passport and gym membership discounts, and social clubs.
