About Us

Family and Children’s Services is responsible for the coordination, advice, education and delivery of a broad range of services for children and families from 0-17 years of age. This includes Childcare Services (long day, occasional and family day care), Kindergarten Services, Family Services, Maternal and Child Health and a Policy, Planning and Advocacy Team.


The Opportunity

The Kindergarten Services Unit strives to provide rich play based educational environments that inspire families in their child’s lifelong learning journey.


As a people focused leader, within this role you will devise, develop and deliver comprehensive kindergarten programs to families across the municipality to meet the department’s vision, Council’s values and relevant legislative requirements.


Some key responsibilities of this role include:

  • Provide leadership within an effective change and cultural management program across the interdisciplinary team that is inclusive, productive and drives the Unit’s identified programs, projects and service delivery outcomes;
  • Develop a Kindergarten Services Strategic plan (both short and long term), considering the demand and supply forecasting from the Policy, Planning & Advocacy Unit;
  • Develop and monitor the business unit’s annual budget;
  • Lead and facilitate the development of policies, procedures and action plans for the Kindergarten Business Unit, and;
  • Actively promote and develop mechanisms to enhance and maintain the profile of the Kindergarten Services Unit internally and externally.


About You

To succeed in this position, you will have:

  • Degree plus Post-Graduate studies in Early Childhood or a related discipline with relevant experience in both early childhood services and management. Or, a Diploma level qualification with extensive specialist experience in delivery of Early Childhood / Kindergarten Services and relevant experience in management, program and service development, staff supervision, and planning in Early Childhood Service area;
  • Financial management and budget experience;
  • Extensive leadership experience with strong skills in change management, cultural change and stakeholder engagement;
  • Strong oral and written communication combined with all-encompassing stakeholder engagement skills, and;
  • A current Working with Children’s Check.
