About the opportunity

We are seeking a highly experienced and motivated individual to join and lead Blacktown City Council’s animal holding and rehoming team. This position will oversee the management of the existing facility which provides the community with direct care for animals who have been lost or surrendered, and reunites animals with their owners or rehomes them as quickly as possible.


We are creating a new best practice, state of the art regional animal rehoming centre that promotes animal welfare. The new facility will offer a range of other complementary services and facilities to generate community benefits never previously contemplated by old fashioned ‘council pounds’. The construction of the new facility is a transformational project key to delivering on Council’s Our Blacktown 2036 vision for the City. This leader will be responsible for the development and transition to the new facility anticipated in 2022.


The successful applicant must have the capacity to communicate our vision for the new facility with confidence and passion to external partners, and of course, our wider communities and residents.


Key responsibilities:

This role oversees the operation and supervision of 16 staff and volunteers working to ensure the best possible outcome for animals in our care.


You will be accountable for the delivery of annual operational plans, policies, budgets and strategies for the Animal Rehoming unit, providing timely and professional advice to the Director and Chief Executive Officer on emerging and current issues, and performance of the section, and be required to represent Council and Blacktown City in a positive image on all relevant committees/boards. A key element of this role is customer service and compliance with statutory and legal requirements, including policy issues on EEO and WHS, along with maintaining high ethical standards in all instances.


Qualifications and Experience

Essential:

  • Relevant tertiary qualifications with extensive relevant experience
  • The ability to develop and implement a vision for the pro-active and positive development of Council’s Animal Rehoming Centre
  • Knowledge of applicable legislation and regulations
  • Demonstrated commitment to stakeholder and customer service
  • Exceptional negotiation and communication skills
  • Exceptional inter-personal, leadership and management skills
  • Demonstrated ability to achieve successful outcomes within agreed timelines, while balancing competing priorities and stakeholder needs
  • Ability to work within a team environment
  • Sound business acumen
  • Current driver's licence.


Desirable:

  • An in depth understanding of local government accountability and legislation 
  • Availability to work flexible working hours.


Salary and conditions

This role offers an attractive and competitive remuneration package and company vehicle or car allowance, to be negotiated by the successful candidate. 9.5% employer superannuation contribution and access to additional employee benefits.
