Mornington Shire Council now has a newly created opportunity for an Executive Manager Infrastructure Services to join their team based in Gununa, Mornington Island. This is a 2 year, full-time contract position. 


This position is responsible for the planning, delivery and growth of infrastructure service programs for Council across 4 key areas:

  • Housing Program;
  • Mechanical Workshop;
  • Infrastructure Services (including batch plant, concreting and fencing programs); and
  • Special Projects (ie one-off infrastructure projects funded by state or federal government).


You will provide direct leadership to the Managers of each of the above divisions, as well as overseeing the activities of approximately 48 FTE indirect reports within these teams, with the majority of these sitting within the Housing Program.


Key deliverables/accountabilities will include:

  • Overseeing Council's housing and infrastructure construction repairs and maintenance programs ensuring delivery of the programs are on time and within budget;
  • Development of a strategic financial plan to align with Council's strategic planning processes and focuses on revenue generating activities for the Infrastructure Services Team;
  • Analysing new project budgets to ensure viability and provide advice to the CEO on the financial sustainability of projects;
  • Providing advice to the Chief Executive Officer on Infrastructure Services matters including recommended strategies to promote community improvement; and
  • Driving the productivity, engagement, inter-team cooperation and culture of the Infrastructure Service team, in a way that facilitates cooperation, trust and respect.

What you need to succeed

To be considered for this position you will hold:

  • Tertiary qualifications in Engineering or similar;
  • Demonstrated experience providing operational leadership to a large team in the housing, infrastructure, construction or similar industries; and
  • Post graduate qualifications in Business and/or Management would also be desirable.


You will need to demonstrate the ability to plan at a strategic level to coordinate a range of departmental activities across a number of teams. You will have a focus on revenue generating growth, with a strong commercial mindset and a high-level of analytical and innovative skills, which you will use to make a contribution to determining the goals and objectives of Council as a whole.


Local Government experience is not mandatory for this position but you will need to have a technical aptitude in order to provide effective direction to middle management.


As it will be critical to your success in this role, the successful candidate must have: 

  • Demonstrated and recent experience living and working in a remote location;
  • Demonstrated and recent experience integrating with indigenous communities;
  • Understanding of cultural awareness;
  • The ability to integrate, communicate, mentor and train indigenous colleagues and team members; and
  • The ideal candidate will have indigenous and/or Torres Strait community experience or be from these areas.


The successful candidate will need to be comfortable living and working with people from all different cultural backgrounds, including Indigenous Australians, and will be unbiased, hardworking, honest and respectful in all of your dealings with employees and relevant stakeholders.

About Mornington Shire Council and Mornington Island

Mornington Shire Council provides a range of services to twenty-two islands of the Wellesley Group in the Gulf of Carpentaria, in the State of Queensland. Mornington Island is the largest island in the group with the main township of Gununa, housing the majority of the population.   • Hold a current Working with Children Clearance (blue card), with renewal every two years through the HR department; and
  • Be an Australian resident or provide the current, relevant Visa to work within Australia.
