Community Development Officer - Emergency Management

Council is seeking to appoint a suitably qualified and experienced person to coordinate the planning, implementation and review of Council’s emergency management responsibilities in partnership with other emergency management and community safety organisations. This position also provides support to the development and implementation of other community development initiatives.


Responsibilities include:

  • Undertake the role of Council’s Municipal Emergency Management Officer in accordance with the Victorian Emergency Management Manual.
  • Coordinate Council’s emergency management functions and legislative responsibilities.
  • Ensure effective systems and processes are developed and maintained to support the implementation of Council’s Municipal Emergency Management Plan.
  • Undertake risk based strategic planning that maximises community and environmental safety during fire and other emergencies.
  • Coordinate the preparation, review and implementation of Council’s Emergency Management Plan and sub-plans in collaboration with internal and external stakeholders
  • Coordinate management and establishment Emergency Relief Centres (ERC)
  • Source, develop, co-ordinate, evaluate and deliver training and emergency management exercises for both internal and external stakeholders as required.
  • Work in partnership with other agencies to implement emergency management activities, Including the support and coordination of both internal and external Emergency Management Committees.
  • Actively engage with Local Government Victoria and relevant government agencies to help ensure consistent emergency management practices can be implemented across Council.
  • Utilise a strategic and collaborative approach whereby learnings from other councils are leveraged.
  • Facilitate community safety education and awareness programs and community inclusion in emergency management preparation and activities.
  • Identify, develop and lead initiatives and projects to develop community resilience programs that address all stages of emergency management.
  • Other duties assigned to local government stemming from the reformation of the Victorian emergency management sector over the funded period and other related emergency management activities based on local priorities.


Remuneration will be based on Band 6 classification of the Mansfield Shire Council Enterprise Agreement 2019.
