About the Opportunity

Blacktown City Council is undergoing significant growth with respect to Transformational Projects. We are looking for a seasoned professional to assist in ensuring the financial sustainability of Council whilst we deliver Transformational Projects across the City over the next 3 years. 


You will be responsible for financially modelling these essential projects, analysing the impact compared to the budget and providing regular and accurate financial reporting on these projects. 


This role will also be required to review and implement financial process improvements, along with mentoring and leading staff to ensure the delivery of key outcomes. 


As the subject matter expert you will report regularly to our Chief Financial Officer and the City Architect and Director 


Transformational Design on income and expenditure forecasts, financial models and variances from contractors or consultants. 


Qualifications and Experience:

Essential:

  • Degree qualifications in a relevant accounting related discipline
  • An in depth level of practical experience in financial reporting and budgets
  • Demonstrated ability to analyse and communicate key financial and non-financial data
  • Current Class ‘C’ Driver’s licence.


Desirable:

  • Ability to negotiate and identify possible outcomes with a range of stakeholders
  • Excellent communication and interpersonal skills
  • Experience with reporting on major capital projects
  • Experience using Technology One software systems
  • Demonstrated expertise in Financial Modelling, Net Present Values, Scenario Analysis & interest rate implications.


Remuneration and Benefits

The salary and conditions of employment are in accordance with Blacktown City Council’s Enterprise Agreement.

  • A competitive salary range of $1,914.70 - $2,144.50 (Grade 18) per week will be offered based on qualifications and experience
  • Term contract - 36 months
  • 35 hour working week 
  • Ability to participate in Council's flextime arrangement
