+ access to a Leaseback Vehicle, Pool Vehicle or $9,000 pa Vehicle Offset allowance

Information Technology at North Sydney Council aims to ensure the efficient planning, implementation and application of information technology to support the Council’s service delivery, in line with the North Sydney Council Community Strategic Plan.

 
An opportunity now exists for a dynamic, strategic and results driven individual to lead the application services within the Information Technology team. Leading a small team, and reporting to the Manager Information Technology, the Team Leader Application Services ensures resolution through incident and problem management processes, as well as, applying change and release management principles, and striving for continuous services improvement.

The successful candidate will have strong problem solving, technical, team leadership skillsets with a strong customer service focused mindset and sound project management skills within a team environment.


Selection Criteria 

Essential

  • Relevant tertiary qualifications in IT or related discipline including relevant industry certifications, with demonstrated Team Leader experience in Applications or Database Administration for a medium size public or private organisation, and a sound understanding of the Information Technology Infrastructure Library (ITIL) Framework
  • Strong interpersonal, consultation and negotiation skills with the ability to verbally communicate clearly and effectively with business stakeholders, external Vendor Partners, and internal IT Teams
  • Proven experience in managing an organisations Application or Business Systems technology estate (including technical trends and issues), ensuring it is developed and maintained to the required level both from a project driven and ‘business as usual’ perspective
  • Extensive demonstrated experience with Microsoft Windows and Linux Server systems, SQL and Informix Database platforms, software, scripts, including the creation and maintenance of Database Views and Objects
  • Knowledge and experience of the Civica Authority and Technology One enterprise platforms, or equivalent, including their modules, functions, data and use in a Local Government context
  • Experience in delivering projects and initiatives applying sound project management principles, including gathering business and functional requirements, prioritisation, stakeholder engagement and demand management.
  • Demonstrated ability to undertake trend analysis activities, interpret data, produce meaningful information to assist in devising innovative service or process improvements, and high level conceptual, analytical and problem solving skills to make effective decisions and judgements
  • Attention to detail and demonstrated experience in preparing high quality detailed documentation including functional requirements, performance reports, technical project plans, process flows, and briefs/memos
  • Demonstrated People management experience including providing staff support, staff development, performance management, providing clear directions, as well as, the early identification of unacceptable workplace behaviours, and taking appropriate action such as monitoring of grievance issues and conflict resolution


Desirable

  • Experience organising user groups, special interest groups and in positively influencing participation and outcomes
  • Knowledge of business process re-engineering, change and release management and ability to implement process improvement initiatives
  • Experience in establishing and promoting policies, procedures and standards
  • Experience and knowledge of business systems management, problem and defect management
  • Experience and/or knowledge of business systems acquisition, enhancement, testing and ongoing usage, with particular emphasis on appropriate business involvement
  • Experience with Microsoft SharePoint, HP TRIM or similar document/content management systems
  • Experience formulating medium and long-term operational plans and development roadmaps for an Application or Business Systems Team, including advice on the relevance and sustainability of emerging technical and operational standards
  • Experience in improving the responsiveness of IT to the business by operating in a DevOps model and/or utilising Agile or Waterfall methodologies
