About the Role

The position is full-time, working a 10 day fortnight flex working arrangement based at the Noosaville Depot.

The successful applicant will regulate and serve the building industry and the community in relation to building matters by ensuring compliance with legislation.

Further the incumbent will provide sound technical decision making for the assessment and service delivery in relation to development applications, politically sensitive requests, corporate activities, external bodies and other matters to a wide range of internal and external stakeholders.


Key Responsibilities 

  • Provide sound advice in relation to development applications and maintenance activities in accordance with appropriate approval and assessment frameworks, statutory requirements and relevant planning schemes.
  • Provide sound advice in relation to investigation and compliance issues and, where necessary, other development applications, statutory procedures and process matters.
  • Apply relevant legislation, policy, guidelines and best practice procedures in the delivery of high quality outcomes in the provision of “building certifying functions” as defined in Section 10 of the Building Act 1975 (as amended).
  • Provide advice on approval conditions or refusal of applications based on sound and documented analysis relative to a building application and consistent with the Building Act 1975, the Building Regulations 2006, the Sustainable Planning Act 2009 and the Noosa Planning Scheme.
  • Prepare and produce high quality reports for submission to Council, Council’s branch management and relevant reference groups; provide recommendations on complex development applications.
  • Supervise and coach the Assistant Building Certifier and provide advice to the Administration team.
  • Such other relevant duties as required from time to time which would generally fall within the skill and knowledge requirements of this position.


Position Requirements

Essential Skills, Knowledge and Experience

  • High level of experience in the delivery of successful outcomes in the assessment of development applications for building works in all classes and sizes of buildings (including alternative solutions) with demonstrated understanding of relevant legislation.
  • Sound knowledge and understanding of Queensland principles and legislation affecting development and building, including the Sustainable Planning Act 2009 the Building Act 1975, Local Government Act 2009 the Building Regulation 2006 and the Building Code of Australia and relevant planning schemes.
  • Well-developed interpersonal and communication skills with particular emphasis in the areas of advocacy, liaison, consultation, building effective relationships and cohesive teams, negotiation, conflict resolution and assertiveness in order to resolve issues and meet changing organisation needs.
  • Proven organisational skills including time management to meet conflicting work priorities, meeting goals and objectives, and a commitment to thoroughness, accuracy and professionalism.
  • Sound research, analytical problem solving and evaluation skills with the capacity to examine complex problems and develop innovative strategies for their resolution to a diverse client base.


Essential Qualifications, Training and Licences 

  • Possession of recognised degree qualifications and accreditations in the building surveying field.
  • Qualifications need to satisfy membership status (or eligibility to become a member) of an appropriate and relevant professional association.
  • Driver’s Licence – “C” class.


Desirable Qualifications, Training and Licences 

  • Training in related competency and/or certificate IV in Government Investigation and Compliance.
