About the Role

The successful incumbent will perform the project superintendent function for projects delivered by contractors.


The incumbent will engage external project superintendents on behalf of the Project Delivery team when required and will provide advice on the appropriate contracts to be used for the delivery of roads, structures and civil infrastructure projects.


Key Responsibilities

  • Provide in-house project superintendency services for specific projects including:
    • Creating contract inspection and test plans and construction programs;
    • Monitoring work in the field and representing Council at site meetings;
    • Keeping detailed site and contract related records; and
    • Reviewing Safe Work Method Statements (SWMS).
  • Provide contract administration advice and services across Council, including to the Procurement and Fleet Branch and other Project Officers/Coordinators within Infrastructure Services.
  • Provide technical advice, processes and templates to project teams to assist them to develop contracting strategies. This includes identifying and issuing all forms of contractual correspondence and assessing claims for specific projects.
  • Prepare, administer and coordinate the tendering/quoting/expression of interest process.
  • Engage and direct contractors regarding works projects, and contractual arrangements on an ongoing basis.
  • Resolve Requests For Information with the Design team and external design consultants to resolve RFI’s and assisting with tender responses for specific projects.
  • Assist in the development of continuous improvement and business initiatives that add value to processes and procedures.
  • Provide technical advice, coaching and mentoring to in-house project personnel across Council.
  • Oversee the delivery of services and projects in accordance with current legislation, codes of practice, Council policy and guidelines.
  • Provide excellence in service, best value for money, and ensure projects are delivered within budgetary requirements, time frames and scope of works.
  • Foster an organisational culture which promotes teamwork, personal accountability and encourages continuous improvement.
  • Liaise with the community regarding Council projects and foster good working relations.
  • Such other relevant duties as required from time to time which would generally fall within the scope of this position.


Position Requirements

Essential Skills, Knowledge and Experience

  • Extensive experience in infrastructure project management including major project development.
  • A minimum of 5 years’ experience in a similar role, including exposure to civil infrastructure construction, preferably in a local government setting; including experience in a:
    • Contract Administrator role, using AS2124/AS4000 contracts and managing risk in contract administration.
    • Project Superintendent role with demonstrated knowledge of construction practices.
  • Recent experience with the Building and Construction Fairness Act (and preceding Act).
  • Contemporary knowledge, or the ability to quickly acquire, of current planning, strategic infrastructure issues and a broad understanding of the drivers of project development within the region.
  • Comprehensive knowledge or the ability to quickly acquire knowledge of relevant State and local government legislation and policy.
  • A high level of MS Office skills, as well as strong written and verbal communication skills.

Desirable Skills, Knowledge and Experience

  • Various fields of construction including civil, marine and building construction.
  • Contract law and dispute resolution processes applicable to construction related projects.
  • Road, bridge and stormwater infrastructure with exposure to DTMR standards.

Essential Qualifications, Training and Licences

  • Tertiary qualifications in a relevant field, such as Project Management, Construction Management, Civil Engineering, or other similar qualifications.
  • Driver’s Licence – “C” class.

Desirable Qualifications, Training and Licences

  • Membership or the qualifications, experience and capability to obtain membership to Engineers Australia, Australian Institute of Project Management, Institute of Public Works Engineers Australia or similar.
