Director Development Services

Mackay Regional Council is seeking a Director of Development Services to join the senior leadership team in a well-established role leading its development services functions including strategic planning; economic development and tourism; parks, environment and sustainability; and development engineering and assessment.

This is the key role in setting the future of the Mackay region, both economically and sustainably, whilst ensuring it is increasingly liveable.

Your role will include:

  • Leading the strategic planning direction within Council across all aspects of planning schemes and strategies.
  • Overseeing that economic development and tourism projects to meet agreed budgetary, quality, safety and timeframe targets, aiming to exceed client expectations.
  • Leading the development and implementation of the planning and/or economic development strategies and working with the other Departments on the development of the LGIP.
  • Implementing a high level of innovation in planning and economic development issues, problem solving and cost effectiveness across all aspects of the Department.
  • Building trust and setting expectations with all clients, customers and stakeholders that are engaged in the development of Mackay.
  • Focusing the direction of Mackay as a sustainable and increasingly liveable region through initiatives such as the new Priority Development Area for the city.

The role is as diverse as the region we live in, so you will be directly involved in the strategic planning for the wide variety of functions that supports the development of the Mackay region including libraries and community facilities, pools and leisure centres, roads and other infrastructure, tourist centres and even potentially a great number of recreational activities and resources. The role has a distinct focus on ensuring that the future is well thought through, meets community needs, sustains the culture and essence of the region, as well as ensuring that everyone that lives in it can fairly access all that the Mackay region has to offer. 

In addition to reporting to the CEO, you will work on special projects or strategies, developed or proposed by the elected Council members to help bring the community's ideas to fruition and help create a better place to live. 

In order to achieve all this, you will ideally have the following:

  • Proven track record in developing and successfully implementing a genuinely shared vision, aligning culture with the strategic direction.
  • Demonstrated experience leading people to optimise innovation and productivity based on service excellence and building an outstanding organisational culture. 
  • Demonstrated experience in developing professional relationships internally and externally and achievement in directing and satisfying corporate governance obligations. 
  • Proven ability to develop relationships with Federal, State and other agencies to achieve outcomes for Council and the community.
  • High level communication and interpersonal skills with an emphasis on dealing with a diverse range of stakeholders. 
  • Demonstrated personal qualities that reflect the corporate values and ethics of Employee Health and Safety; Client Satisfaction; Respect; Teamwork and Accountability.
  • Proven capability in managing financial, information and physical resources at the strategic level to achieve cost effective outcomes within budget and strategic financial parameters.
  • Proven capability to develop futures orientated strategic planning and development of processes that have achieved demonstrable substantial and sustained achievement of organisational goals within a complex environment.
  • Tertiary qualifications, at graduate level, in Business Management, Planning, Commerce, Finance, Local Government or a related field.
