About the Role

The position is full-time, working a 10 day fortnight flex working arrangement based at the Noosaville Depot.

The successful applicant will regulate and serve the plumbing industry and the community in relation to sanitary plumbing and drainage matters by ensuring compliance with statutory legislation.

Further the incumbent will provide sound technical decision making for the assessment and service delivery in relation to development applications, politically sensitive requests, corporate activities, external bodies and other matters to a wide range of internal and external stakeholders.


Key Responsibilities 

  • Provide sound decision making and advice in relation to development applications and maintenance activities in accordance with appropriate approval and assessment frameworks, statutory requirements and relevant planning schemes.
  • Provide sound advice in relation to investigation and compliance issues and, where necessary, other development applications, statutory procedures and process matters.
  • Undertake compliance inspections of sanitary plumbing and drainage installations for all premises to ensure conformity with relevant and current legislation, best practice and related approvals/permits.
  • Preparation of reports and presentation of evidence to the Queensland Building Tribunal or the Planning and Environment Court on appeal matters.
  • Preparation of documentation (including approvals), correspondence, reports, briefing notes and information documents relevant to development applications and resources, as well as codes and policies.
  • Knowledgably and accurately interpret and apply relevant legislation, policy, guidelines and best practice procedures in the delivery of high quality outcomes.
  • Such other relevant duties as required from time to time which would generally fall within the skill and knowledge requirements of this position.


Position Requirements

Essential Skills, Knowledge and Experience

  • Sound and thorough knowledge of relevant legislation such as the Plumbing and Drainage Act 2002 and subordinate regulations, the National Plumbing and Drainage Code – AS/NZS 3500, the On-site Sewerage Code (DNR&M), AS/NZS 1547:2000 and conventional trade waste practices.
  • Experience in the assessment of hydraulic and geotechnical designs, processing of applications and the subsequent site inspections to ensure compliance with relevant standards and permit conditions.
  • Sound knowledge in the interpretation of reports and assessment of designs relating to proposed on-site treatment and application of effluent and the subsequent site inspections to ensure compliance with relevant standards.
  • Well-developed interpersonal and communication skills with particular emphasis in the areas of advocacy, liaison, consultation, building effective relationships, negotiation, persuasion, conflict resolution and assertiveness in order to resolve issues and meet changing organisation needs.
  • Sound knowledge and understanding of Queensland principles and legislation affecting development and Plumbing, including the Sustainable Planning Act 2009 the Building Act 1975, Local Government Act 2009 the Building Regulation 2006 and the Building Code of Australia and relevant planning schemes.
  • Sound knowledge of the installation of maintenance plumbing and drainage and plumbing and drainage systems.


Essential Qualifications, Training and Licences 

  • Possession of current plumbers and drainer’s licence, and relevant endorsements for backflow prevention device, thermostatic mixing valve, solar and heat pumps and endorsements (DWN001-002-003) in waste water management.
  • Qualifications need to satisfy membership status (or eligibility to become a member) of an appropriate and relevant professional association.
  • Driver’s Licence – “C” class


Desirable Qualifications, Training and Licences 

  • Certificate IV in waste water management.
  • Training in powers and entry.
  • Work Place Health and Safety “white card”.
