About the Role

Reporting to the Chief Executive Officer and working closely with the Executive Team, the successful applicant will be responsible for providing leadership to the Community Services Department ensuring the department delivers effective services to the Noosa community and to the Noosa Council organisation in the context of Council’s strategies, goals, policies and priorities.

The position will take full accountability across a range of Council services and facilities including:

  • Waste and Environmental Health;
  • Local Laws;
  • Community Development;
  • Noosa Community Support;
  • Noosa Aquatic Centre;
  • Noosa Leisure Centre;
  • The J and Bicentennial Hall; and
  • Libraries and Galleries.

To succeed in the role the incumbent will have previous experience at an executive or senior management level in a Queensland Local Government or similar organisation managing human, financial and physical resources.

The successful person will show evidence of being able to develop a workplace culture which is aligned to the values of the organisation as well as showcasing excellent communication skills with a proven ability to consult both within the organisation and the community.

Applicants require relevant tertiary qualifications in local government, community services, business management, finance or equivalent. Post graduate qualifications relevant to the role are highly desirable.

Key Responsibilities 

  • Manage the Community Services Department by providing leadership and direction to that Department so it can deliver high quality services and maintain our corporate values.
  • Take full accountability for the outcomes of service delivery in the following areas:
    • Waste and Environment Health
    • Local Laws
    • Community Facilities
    • Community Development
    • Libraries and Galleries 
  • Foster an organisational culture which promotes teamwork, personal accountability and encourages continuous improvement.
  • Create a culture where our staff regularly go above and beyond what is required and are able to make decisions quickly to meet customer needs. 
  • Exhibit personal behaviours that support the desired Council culture including innovation, getting rid of bureaucracy and tight budget control. 
  • Translate the Council’s strategies into practical terms by developing a shared understanding with Departmental staff about what needs to be delivered. 
  • Focus on clear communication with staff and the community.
  • Encourage staff to develop their skills and knowledge. 
  • Not be afraid of challenging the status quo and be able to successfully implement change. 
  • As a member of the Executive Team, contribute to the development of strategic direction for Council in the delivery of services to our community. 
  • Manage the Department’s physical, financial and human resources to deliver services with a particular focus on saving ratepayer’s money. 
  • Continually review existing work practices to identify opportunities to improve delivery of better customer service. 
  • Liaising directly with the Mayor, Councillors and press as required.
  • Develop and report on operational plans for the implementation of projects which deliver Council’s strategies relevant to this Department.

Position Requirements

Essential Skills, Knowledge and Experience

  • Previous experience at an executive or senior management level in a Queensland Local Government or similar organisation managing human, financial and physical resources. 
  • Evidence of being able to develop a workplace culture which is aligned to the values of the organisation. 
  • Demonstrated experience in applying innovation in a workplace focusing on improving customer service.
  • Well-developed knowledge of the legislative framework in a Queensland Local Government environment. 
  • Demonstrated ability to align diverse functions with a Department and mould them into a cohesive group. 
  • Excellent communication skills with a proven ability to consult both within the organisation and the community. 
  • Analytical and problem solving skills with a demonstrated record of achievement in managing change. 

Essential Qualifications, Training and Licences 

  • Demonstrated experience in successfully managing in a complex local government environment. 
  • Relevant tertiary qualifications in local government, environmental health, business management, finance or equivalent. 
  • Driver’s Licence – “C” class

Desirable Qualifications, Training and Licences 

  • Post graduate management qualifications.
