Governance Officer



The Governance Officer is responsible for providing high level input (often independently of management) into the maintenance, development and implementation of the Corporate Governance Framework. As the Governance Officer works as part of a small team the Key Responsibilities (as outlined below) will be assigned as required by management, often on a rotating basis to ensure adequate coverage of priorities and to promote the internal control of rotation/separation of duties.


POSITION KEY RESPONSIBILITIES

  1. Corporate Governance Framework. Custodianship and quality assurance of the Corporate Governance Framework.
  2. Integrity management. Custodianship of the Complaints Management System, investigations and case management.
  3. Corporate and Operational Planning and Performance Reporting.Facilitation of (and contribution to) development of statutory plans and performance reporting frameworks that satisfy both corporate and legislative expectations.
  4. Enterprise Risk Management:
    1. Custodianship of the enterprise risk management system and leadership of implementation across the organisation, including business continuity planning (noting that overall Disaster Management is managed separately).
    2. Ownership of the insurance portfolio and budget responsibility.
    3. Management of internal (Industrial Special Risk etc.) claims and external (liability) claims with the exception of Work Health & Safety
  5. Audit and Assurance function:
         1. Contract and case management of the Internal Audit function.
         2. Secretary and Principal Reporting Officer to the Audit Committee.
  6. Analysis and Reporting. Accurate analysis and reporting on performance monitoring, enterprise risk, internal audit and governance systems.
  7. Paralegal. Within the incumbent’s capabilities, interpret legislation, implement and maintain effective processes to ensure compliance and to meet audit and governance requirements. Moreover, act as Council’s “gatekeeper” for legal advice ensuring optimum procurement of external advice.
  8. Data Integrity. Ensure governance records are accurate and filed appropriately.
  9. Policy and Procedure. Coordinate the development of Council’s policies through the CHRC Policy Framework, including recommendations for business improvement/process re-engineering where appropriate
  10. Corporate Registers. Maintain nominated corporate registers, including those associated with the statutory delegations framework.


SELECTION CRITERIA
Your application must demonstrate your skills and experience in each of the mandatory requirements below:

  • High level of knowledge of:
    • corporate governance functions and strategic initiatives including Council processes, policies and systems, and risk and control concepts.
    • Local government administration, including the statutory planning and reporting cycle.
  • Comprehensive experience in Governance or Internal Audit or Risk Management roles in a medium to large organisation.
  • Ability and experience in writing reports, policies and procedures related to strategic and business planning.
  • Strong negotiation and interpersonal skills


PRE-EMPLOYMENT CHECKS

  • Right to Work in Australia
  • Criminal History Check
  • Medical Assessment including Drug & Alcohol testing


Central Highlands Regional Council will arrange these checks for the preferred candidate following interview.
