Primary Objective:  Provide program management and engineering technical input into land servicing, including land servicing; subdivisions and headworks infrastructure to support the delivery of housing across remote communities in the Northern Territory.


Key Duties and Responsibilities:

1.   Provide program management, technical engineering advice and management of service providers for land servicing and headworks infrastructure necessary for the remote housing program. 

2.   Undertake the scoping, planning, feasibility and where necessary design of infrastructure for construction of remote land development projects.

3.   Provide written submissions and reports necessary for the formulation of engineering and infrastructure technical advice policy briefs, strategies, policies and frameworks.

4.   Undertake engineering scoping and conduct reviews of project-specific proposals, programs and plans to inform decision-making process.  Identify and assess current engineering and future risks associated with infrastructure matters within the Unit’s portfolio of projects.

5.   Interact with multiple stakeholders both government and non-government including contracted service providers engaged in the delivery of the specialised projects in regional and remote locations.

6.   Provide technical, engineering, land development strategy, and authority requirement insights into program and projects, including with working with professional services firms. 

7.   Coordination external providers to scope requirements for infrastructure planning design and construction, and provide relevant technical and/or engineering advice, site assessment when necessary.


Selection Criteria:


1.   Tertiary qualifications in civil engineering, and or environmental engineering or similar field.

2.   Knowledge of civil Infrastructure design, construction techniques and programming, Capital Works and Minor New Works processes and Occupational and Work Health and Safety.

3.   Experience in land development including ability to provide advice on complex engineering matters, preferably with experience in infrastructure and civil engineering.

4.   Skills and knowledge in the planning, design and construction of land development assets including, water supply and sewerage infrastructure, electricity, roads and stormwater drainage.

5.   Demonstrated experience in using initiative and developing practical, innovative solutions to complex problems within engineering constraints, legislative frameworks and government policies.

6.   Experience in leading and mentoring small work teams, including with consultants and service providers, coordinating and managing projects, including monitoring and evaluating project performance against performance criteria.

7.   Demonstrated ability to work under limited supervision, collaboratively in a team environment and in a cross culture environment and deliver outcomes within tight timeframes and competing priorities.

8.   High level of Interpersonal skills, written and oral communication skills, with demonstrated experience working with a diverse range of stakeholders and an ability to negotiate effectively.



1.   Experience in infrastructure delivery in NT remote communities.
