Primary Objective: Lead a team to manage the delivery of the urban and remote operations to enable effective, high quality, culturally appropriate public, remote and Government Employee housing services and other related programs in accordance with relevant legislation and Departmental policies and procedures. Undertake Contract Management in line with business programs to achieve outcomes in remote communities.

 

Key Duties and Responsibilities:

1.     Lead the implementation and delivery of housing and related services, including the ongoing analysis and review of changing client needs, management of more complex issues and implementation of key reforms to meet the Department’s strategies.

2.     Identify staff development needs and training opportunities that ensure capability exists to deliver operational activities to efficiently achieve quality, accurate and timely briefs, reports, high level submissions including Ministerial and Legislative assembly briefs.

3.     Establish and maintain effective partnerships with key stakeholders, service providers, and Government and non-Government agencies to deliver effective housing services.

4.     Provide strategic advice to management for the review, development and implementation of housing operational programs, policies and procedures.

5.     Undertake contract and program management of housing programs, monitor and advise management on the performance of contractors in relations Departmental contract requirements.

6.     Respond positively to change with a commitment to ongoing improvement and professional development.

 

Selection Criteria:

Essential:

1.     Demonstrated extensive experience in staff management and development with a proven ability to provide leadership in a changing organisational and frontline service delivery environment.

2.     Ability to undertake strategic planning including the development of performance measures aligned with government policy, including budget and programme management.

3.     Demonstrated ability to think and operate strategically, including the ability to develop solutions and negotiate outcomes in a complex environment.

4.     Ability to effectively communicate with a diverse group of service providers and stakeholders including but not limited to remote Indigenous communities and other diverse cultural groups.

5.     Demonstrated high standard of oral and written communications skills.

6.     Current NT “C Class” driver’s license or equivalent and the capacity to travel regularly to remote communities by road and/or light aircraft.

7.     Demonstrated experience in project and contract management including high level writing skills.

 

Desirable:

1.     Working knowledge of Northern Territory and Australian Government policy and Strategic direction, including Housing and related legislation and regulations.

2.     Tertiary qualifications relevant to the position and/or extensive relevant experience
