Manager of Environment and Planning



POSITION OBJECTIVES

  • To deliver Council’s development, building, public health, environment management and compliance functions in accordance with the provisions of the Environmental Planning and Assessment Act, Building Code of Australia,  Protection of the Environment and Operations Act, the Local Government Act and other relevant Acts and Regulations.
  • To manage and set direction for the organisation with regard to environment, health and planning and consultation including the development and oversight of strategies, policies and protocols.
  • To implement the relevant provisions of the Environmental Planning and Assessment Act 1979, Environmental Planning and Assessment Regulation 2000, the Local Government Act 1993 and other relevant Acts and Regulations.
  • To undertake strategic planning tasks in accordance with the Environmental Planning and Assessment Act 1979 and Environmental Planning and Assessment Regulation 2000 as required.
  • To provide development and environmental planning expertise and services to the organisation as required.
  • To provide professional advice to developers and the general public in relation to matters relevant to the Section.
  • To ensure that a high standard of customer service is provided and relations with the community are maintained in order to meet Council’s adopted “vision”, “mission” and “values” as set out in the Management Plan.
  • To ensure that work is completed on time and accurately.
  • To protect and promote the image of Council as both effective and courteous.
  • To strive to achieve maximum benefit from all resources.


KEY SELECTION CRITERIA

Essential

  • Diploma or higher qualification(s) in Urban and Regional Planning or Environment Health and Building Surveying, or equivalent qualifications/accreditations or undertaking studies to achieving qualifications.
  • Thorough knowledge of NSW planning and development legislation, including the NSW Local Government Act and Regulations, NSW Environment Planning and Assessment Act and NSW Protection of Environment Operations.
  • Demonstrated practical experience in providing development and regulatory services in an urban and rural environment, including a thorough working knowledge of current issues and practices.
  • Highly developed organisational skills and the demonstrated ability to complete complex tasks and projects within strict time frames and with minimal supervision.
  • Highly effective oral and written communication skills, including effective negotiation and conflict resolution skills.
  • Demonstrated ability to form effective working relationships at a senior level in a multi-disciplinary organisation.
  • Strong leadership skills with the demonstrated ability to effectively supervise and motivate staff. 
  • Well-developed financial administration skills, in particular the development and effective management of budgets.
  • Demonstrated commitment to quality assurance and continuous improvement.
  • Competent computer skills, including word processing and spreadsheet skills.
  • Sound knowledge of Equal Employment Opportunity (EEO) and Occupational Health and Safety (WHS) principles.
  • Class C driver’s licence (car licence).


Desirable

  • Graduate qualifications in Environment Health and Building Surveying (if the holder of undergraduate qualifications in Urban and Regional Planning) or graduate qualifications in Urban and Regional Planning (if the holder of undergraduate qualifications in Environment Health and Building Surveying).
  • Knowledge of the Building Code of Australia, NSW Public Health Act, NSW Food Act, NSW Government Information and Public Access Act and Companion Animals Act.
