 Property and Leasing Officer

Department: Customer and Commercial Services

Location: Capella or Emerald

The Property and Leasing Officer is responsible for land tenure matters including leasing, land management, rental management and maintenance of Council’s property (freehold and trusteeship), planning, technical advice and project management delivery of land development opportunities. The position will be part of a team to facilitate the centralisation of Council’s land tenure and property management functions.

Key Responsibilities for the position include:

  • Planning. Contribute to Strategic Land planning with a focus on commercial opportunity and return for Council.
  • Technical. Apply technical expertise and knowledge to progress and manage land tenure matters. Develop lease agreements, management agreements and land management plans. Lead and or assist in the management and resolution of complex property matters.
  • Compliance. Research, interpret and understand relevant statutory provisions as they relate to Council’s property portfolio.
  • Project Management. Ensure projects are managed and delivered in accordance action plans, project plans, budget and timeframes.
  • Stakeholder Engagement. Identify, develop and maintain relationships with key internal and external stakeholders, including commercial, government, community and private entities to ensure the effective delivery of land tenure matters and projects.


To be considered for this position your application must demonstrate your skills and experience in the following mandatory requirements:

  • Experience in, or ability to develop lease and management agreements and land management plans
  • Demonstrated experience to interpret complex legislation
  • Demonstrated experience and ability to manage multiple tasks at the same time and to deliver required outcomes in a timely manner
  • Well-developed communication and interpersonal skills with the ability to interact and build relationships with a broad range of internal and external stakeholders and team members
  • Minimum of Queensland C class provisional drivers licence

As part of the interview process you are required to undertake relevant pre-employment checks. The pre-employment checks relevant to this position include:

  • Right to Work in Australia
  • Medical Assessment including Drug & Alcohol testing.

Central Highlands Regional Council will arrange these checks for the preferred candidate following interview.
