Primary Objective: Provide strategic leadership, management and direction in developing, implementing and administrating grants that are aligned to the government’s economic agendas for the Department of Trade, Business and Innovation (DTBI).


Context Statement: DTBI is responsible for driving opportunities to grow private investment and create jobs within the Northern Territory, supporting a strong, vibrant economy for all Territorians. The Grants team delivers multi-million dollar grant programs and services in line with NT Government and DTBI policy direction.


Key Duties and Responsibilities: 

1.     Proactively manage and develop the Grants team.

2.     Provide strategic leadership, grants policy advice and evidence based solutions through reporting and evaluation.

3.     With a focus on best practice and program performance, support the development, implementation and delivery of grant programs across the NT to support the for-profit and not-for-profit sectors and industry.

4.     Develop effective relationships with stakeholders, partnering across the agency, government/s, business, industry, and community groups.

5.     Contribute to the achievement of business planning targets and relevant key performance indicators.

6.     Manage all aspects of project management and procurement activities.

7.     Manage the development, coordination and provision of Secretariat matters coming into and out of the Grants Team including LA Briefs, Ministerial Briefs, Annual Reporting and advice to Cabinet ensuring consistency, accuracy and compliance with business objectives in consultation with the Director.


Selection Criteria


1.     Strategic Leadership: Proven experience in shaping strategic direction and managing a culture of collaboration and accountability, provide high level project management and analytical skills, and extensive knowledge of grant program development.

2.     Stakeholder Engagement: Demonstrated capability in cultivating productive working relationships and networks with internal and external stakeholders within the public sector, industry, the business community and people from diverse cultures with proven negotiation and dispute resolution ability.

3.     Communicates with Influence: Ability to present key points clearly and concisely, tailoring information to the audience and anticipating reactions in order to influence appropriately.

4.     People Management: Proven experience in managing a high functioning team capable of providing accurate and responsive services in a high pressure environment.

5.     Financial and Contract Management: Commercially oriented with experience in actively managing budgets and contracts.

6.     Technical knowledge: Demonstrated technical competence to manage the design, development and operation of best-practice grant systems.

2.     Knowledge of the NT economy and factors affecting economic performance and business and industry competitiveness and its relevance in formulating and reviewing government policy and programs.
