Primary Objective:  Provide strategic and operational leadership for the Primary Health Care (PHC), medical team and lead clinical governance within PHC, Top End Health Service (TEHS).


Key Duties and Responsibilities:

1.      Provide high level strategic and clinical leadership within PHC.

2.      Coordinate the provision of medical and other clinical services within Darwin region PHC and collaborate with the Director of Medical Services in East Arnhem and Katherine Regions to provide expert advice and support for the delivery of PHC medical services in the regions

3.      Manage recruitment, retention, performance monitoring and capacity building of the medical workforce within the Darwin Region PHC including General Practice Registrars.

4.      Collaborate with other health service providers, including those within TEHS and external providers such as retrieval services, regional community health boards and Territory-wide services with the Northern Territory (NT) Department of Health (DOH) to improve the efficiency and integration of service delivery.

5.      Coordinate credentialing and scope of practice processes for Medical Officers to meet national standards.

6.      Oversee the implementation and monitoring of clinical governance and efficient resource management.

7.      Participate in the TEHS Director of Medical Services leadership group.

8.      As the Rural Medical Administrator (RMA) undertake all mandated and required administrative functions.

9.      Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.

10.    Follow defined service quality standards, Workplace Health and Safety (WHS) policies and procedures relating to the work being undertaken in order to ensure high quality, safe services and workplaces.


Selection Criteria


1.      Medical Practitioner eligible for registration with the Australian Health Practitioner Regulation Agency (AHPRA).

2.      Fellow of Royal Australian College of General Practitioners (RACGP), Australian College of Rural and Remote Medicine (ACRRM), Australasian Faculty of Public Health Medicine (AFPHM), or equivalent, and experience in delivering clinical and public health services in rural settings.

3.      Advanced skills and experience across a range of areas in rural and remote medicine

4.      Demonstrated knowledge of clinical management practice and contemporary clinical issues with a focus on Safety and Quality.

5.      Demonstrated high level of knowledge and ability to act as a professional adviser to clinicians on clinical governance.

6.      Skills and experience in strategic and operational planning, service delivery and policy development.

7.      Demonstrated interpersonal, communication, negotiation and motivational skills with a focus on building and maintaining relationships within the Top End Primary Health Care Branch (TEPHCB), across the TEHS and with external stakeholders.

8.      Proven ability to manage self and others, monitor performance, manage change and develop policy with an understanding of Equal Employment Opportunity (EEO) and WHS principals and policy.

9.      Hold a current NT manual driver’s licence or the ability to obtain, willingness and ability and to travel by light aircraft or road to remote localities, and to stay overnight as required in remote communities.

10.    An ability to interact effectively with people from diverse cultures.
