The OD team sits within the Strategy & Capability team at Auckland Council. We play a key role in our ‘organisation for the future’ blueprint, providing the strategic partnership, programmes and frameworks to drive leadership development, shift in organisational capability, and driving higher levels of performance and employee engagement.  We have a brilliant opportunity for an exceptional OD Manager to join us and influence the direction of an organisation that impacts every Aucklander!




Reporting to the Head of Strategy & Capability, this is a high profile, critical leadership role where you have the exciting challenge of driving organisational capability build, leadership development, culture and engagement, and performance management across Auckland Council and its 8,000 strong workforce. These areas have been endorsed as strategic priorities for Council. You will lead the execution and embedding of some existing programmes of work, while also have remit to lead the design of new interventions and programmes in some of these areas.


This is a truly collaborative role where you will enable and empower the business to step up to higher levels of capability.


Key accountabilities will be:

  • Successful delivery of our leadership development programme, and programmes to support our 950 people leaders
  • Design and delivery of our engagement survey and providing business partnering support in action planning
  • Working closely with the Strategy and Capability Leadership team on refining and embedding our high-performance framework
  • Play a key role in the implementation of our Culture Plan
  • Ensure our L&D programme is innovative and meets council’s diverse needs
  • Act as the senior SME in OD across Auckland Council, supporting our senior leaders with strategic advice and guidance




You will be a seasoned OD people leader with significant relationship management and influencing skills who has led the development, implementation and embedding of OD initiatives to support business objectives preferably in a large complex organisation.

You will be skilled in gaining the buy-in of your audience, from employees through to senior managers.  You will have a collaborative operating style, where the design of the OD initiatives is done with the leaders. You'll have strong experience in embedding a result and outcome-based culture to ensure the alignment and achievement of individual, team and organisational goals. Your prior experience will have seen you achieve results in a complex environment with significant people management challenges.

Politically savvy with strong business acumen, you'll have a confident and collaborative working style and the ability to challenge the norm and think outside the box.
