Primary Objective: The Project Officer is part of a small team and plays a crucial part in organising and managing a dedicated work program focused at improving housing and infrastructure at Northern Territory town camps and will participate in all aspects of the program including planning, engagement with residents, site visits, scoping od works, procurement, contract management and maintaining accurate records of activity.


Context Statement: This position will primarily have accountability the Housing and Infrastructure Program at the two town camps at Elliott and at the Marlinja homeland community.


Key Duties and Responsibilities:

1.     Participate in the planning of urgent works required to improve housing and infrastructure at Elliott communities including developing ‘scope of works’, project briefs and cost estimates required for infrastructure.

2.     Maintain close engagement with residents of the Elliott communities regarding proposed repairs and maintenance and other issues relating to the program. Negotiate and mitigate any operational issues arising on-site.

3.     Participate in the procurement of contractors to undertake works. Oversee and manage the delivery of works on‑site including compliance with contract parameters.

4.     Maintain systems to record activity relating to the program including tracking budget and expenditure.

5.     Draft correspondence and reports as required relating to the program.


Selection Criteria


1.     Ability to interpret standards and codes underpinning activities associated with the construction, maintenance and management of residential properties and associated infrastructure.

2.     Experience in the preparation of project briefs, specifications and budgets, prioritising outcomes and managing expenditure within budgetary limits.

3.     Well-developed communication skills, both written and oral, with an ability to interact effectively with people from diverse cultures especially Aboriginal Territorians.

4.     Experience working with Aboriginal people and remote Aboriginal communities.

5.     Experience with procurement, contract and project management including audit/compliance systems.

6.     Ability and willingness to travel by vehicle and aeroplane and remain for short periods of time in other NT regional centres (Elliott specifically).



1.     A relevant qualification or relevant experience in a field of technical work closely related to the duties of the vacancy (e.g. building construction and/or maintenance, project management and estimating).

Further Information:

This position will preferably be based in Tennant Creek or Katherine however other centres will be considered.
