As the Senior Finance Officer, Financial Strategy and Budget you will assume a leading role in the development of the corporate budget by providing analysis and advice in relation to strategic and operational funding issues that impact on the development and management of the budget including administering the Consultancy and Establishment Management Oversight Committee (CEMOC) process.

The Senior Finance Officer, Financial Strategy and Budget, Financial Strategy and Budget plays a key role in the development of the corporate budget and provides analysis and advice in relation to strategic and operational funding issues that impact on them.

You will have responsibility for leading the following activities and delivery of the following key tasks:

  • Undertake key activities and provide advice in the development and maintenance of the department's corporate budget.
  • Identify and provide advice on strategic resourcing issues that impact on funding, then develop strategies and proposals to address the identified issues.
  • Administer the department's CEMOC process including the preparation of CEMOC schedules, actioning minutes and decisions of meetings and responding to queries from business units in relation to the process and operations of CEMOC.
  • Liaise effectively with Treasury officers throughout the year regarding adjustments to the department's budget or budgetary records; negotiate any issues arising.
  • Undertake periodic reviews of corporate budget allocations and performance and maintain central agency budget development systems.
  • Develop, implement and maintain budget policies, procedures and practices which facilitate and support financial management within the department.
  • Provide analysis and advice on organisational and business unit financial and budgetary performance and financial management; including the preparation of content for the monthly business report.
  • Undertake investigation and analysis of cost drivers and contribute to the development of models to cost outputs.
  • Undertake complex research activities and prepare submissions, reports and briefing materials on budget development, financial policy and management issues.
  • Actively participate in the building of organisation capabilities and professional expertise within and outside the department; including the development and maintenance of professional knowledge and skills.
