Full time

As leader of our Development Services Department you are responsible for driving the performance of the team and ensuring the delivery of high quality internal and external customer service.  Instilling a culture of proactive compliance and an education first approach is essential for the role and for the team. 


The Development Services Department is a multi-disciplinary team of professionals who support growth across our municipality, as well as regulatory compliance with the Mansfield Planning Scheme, a raft of legislation and our Local Laws.  The waste officer also reports to this position so an understanding of contract management and waste related issues is an important part of this role. 


This role requires a unique balance of well-developed technical, negotiation, communication, leadership and team building skills. 


You will be a knowledgeable and commercially astute professional with superior leadership and management skills, meeting the Key Selection Criteria outlined below: 

  • Demonstrated experience in driving cultural change and maximising the performance of a multi-disciplinary, and primarily regulatory, team where workflows are driven by statutory timeframes. 
  • Highly developed understanding of the interpretation and operation of legislation, regulations and local laws. 
  • Proven corporate leadership skills within a changing organisational climate, including evidence of strategic thinking and planning capacity, proven flexibility and adaptability to change and a proven capacity to develop effective workplace teams. 
  • Demonstration of exceptional skills in all forms of communication, negotiation and decision making, innovation and change and complex problem solving. 
  • Proven skills in organisational development, including the achievement of best practice in programs and services, decision making and delegation, organisational design and workplace reform. 
  • Highly developed people management skills and experience in development of employees, motivating and improving employees and commitment to best practice principles. 
  • Proven understanding of corporate planning, quality assurance and relevant legislation in the overall process. 
  • Proven track record in external relationships with key groups and sectors such as councils and councillors, government agencies, local government, industry, private and public sectors, business community, community and voluntary sectors, service and citizen groups, media, public relations and information. 


You will also be a member of the broader organisational leadership team and involved in project management teams for major projects and strategy development. 


Relationship building, liaison and negotiation with customers, politicians, government departments, other municipalities and authorities, service providers, suppliers and key industry and business groups will also be a requirement of the position. 


An attractive salary package commensurate with skills and experience is being offered by Council with a contract offered on an ongoing basis.
